Federation custom dictates that the lowest card deals. In a society where rank governs
every transaction, the small task of distributing the deck falls to the citizen of
weakest standing — status determines service, and service is the order. The hands
you are dealt may prove unjust, but the dealing itself, at least, is honest enough.
You'll play one Mission total — one per player, dealer rotating each round. Total scores
across all Missions decide who becomes Hero of the Revolution. Your table will be filled out with
background crew & opportunists pulled from the wider Rebellion — they'll talk. A lot.
